“The fourth coin in our American Women’s Quarter program honors Nina Otero-Warren, a courageous advocate for Hispanic and Native American women, children and communities,” said Mint Director Ventrice S. Gibson. “This quarter is designed to reflect the breadth and depth of Nina Otero-Warren’s achievements as she has faced challenges and obstacles throughout her life.”

As a leader in the suffrage movement, Otero-Warren emphasized the need to use the Spanish language to reach Latin American women. She was also the first female superintendent of public schools in Santa Fe, New Mexico. Her notable achievements include persuading predominantly male power brokers to support a change in favor of New Mexican women; advocated for the passage of the 19th Amendment; and advocating for children by raising the standards of New Mexico public schools.

The design on the reverse (tail) of the Nina Otero-Warren quarter depicts her on the left flank surrounded by three individual yucca flowers, the New Mexico state flower. The inscriptions read “United States of America,” “Quarter Dollar,” “E Pluribus Unum,” “Nina Otero-Warren,” and “Voto para la mujer”, the Spanish equivalent of the suffragette slogan “Votes for Women”. It was designed by United States Mint Artistic Infusion Program (AIP) designer Chris Costello and created by United States Mint artist Craig A. Campbell.

The obverse (head) features a portrait of George Washington, originally composed and sculpted by Laura Gardin Fraser to commemorate George Washington’s 200th birthday. Although his work was a recommended design for the 1932 quarter, then-Treasury Secretary Mellon ultimately chose the familiar design of John Flanagan. About Fraser, Director Gibson said: “I am proud that the new design of the George Washington obverse is the work of one of the most prolific female sculptors of the early 20th century. Laura Gardin Fraser’s work has been praised in both the numismatic and artistic fields. Ninety years after he had intended to do so, his obverse design duly took its place on the quarter.

The inscriptions are “Liberty”, “In God We Trust” and “2022”. The design of the obverse is common to all quarters released in the series.

Authorized by Public Law 116-330, the American Women’s Quarter program consists of reverse (tails) coins symbolizing the achievements and contributions of American women. Starting in 2022 and running through 2025, the mint will issue five quarters each year. The ethnically, racially, and geographically diverse group of individuals honored through this program represent a wide range of achievements and fields, including suffrage, civil rights, abolitionism, government, the humanities, science, space, and the arts. The fifth and final honoree in 2022 is Anna May Wong, Hollywood’s first Chinese-American film star to achieve international success despite racism and discrimination.

“This quarter dollar design includes a portrait of Nina Otero-Warren, a powerful inscription and a cluster of yucca blossoms, the state flower of New Mexico,” said AIP designer Chris Costello. “It recognizes Otero-Warren’s influence as a New Mexico politician, educator, and woman suffragist in supporting the ratification of the 19th Amendment.” The caption “Voto para la mujer” (Votes for Women) is indicative of Warren’s belief that the use of Spanish was important in the suffrage movement in New Mexico. Art Deco typography reflected the progressive mood of early 20th century America. The portrait captures Otero-Warren’s quiet confidence, grit and determination as she continues to advance her human rights agenda as a Hispanic woman despite the enormous obstacles facing women in America. The design commemorates a very courageous woman and aims to inspire and inform all Americans about her impact on the nation.
